Village of Somers and Town of Paris Joint Public Meeting April 7, 2016 on Proposed Intergovernmental Agreement

Introduction

The Village of Somers and the Town of Paris will hold a joint public meeting on a proposed Intergovernmental Agreement pursuant to Section 66.0301 of the Wisconsin Statutes on April 7, 2016 at 7:00 PM at the Kenosha County Center Hearing Room on the corner of Highways 45 and 50.  Click here to read public notice.

Summary

The Village of Somers and the Town of Paris wish to enter into an Intergovernmental Cooperation Agreement where the two municipalities come together in their visions and plans to address and resolve issues of mutual interest.  The Agreement adjusts and establishes a new boundary separating the Town of Paris and the Village of Somers, transferring 2,572.6 acres in the Town of Paris adjacent to I-94 and Highway K to the Village of Somers.  The new boundary area will be called the “I-94 Corridor Neighborhood Planning Area”.

Highlights

This Agreement promotes a planning process, management structure, marketing plan, and revenue-sharing plan to encourage sound economic development of the I-94 corridor neighborhood.  The Village of Somers will have the responsibility for serving and managing new development that considers the use of Tax Incremental Financing as a tool to foster new business sought by both the Village of Somers and the Town of Paris.  Both the Village of Somers and the Town of Paris believe this approach will provide mutual benefits to the citizens of both communities.

 

Recent

The Clerk of the Town of Paris was served petition pages seeking to hold a referendum on the Somers-Paris Intergovernmental Agreement.  On May 20, 2016, the Clerk posted a Certificate of Insufficiency on the Town of Paris website stating that the petitions were insufficient to require a referendum.  The Village of Somers officials are hopeful that the Court will approve the Agreement and its implementation.
